The fiscalization requirements have been for the long period active in Romania. The rules have had many significant updates in the following years, as necessary to follow the changes in the fiscalization environment. Significant changes were made in relation to the storage of data and payment types in the printer.

Romania has been a fiscal country for a long time. Following the technological changes and fiscalization environment, significant updates have been made. New regulation brought even more specifically defined communication and data exchange with ANAF (National Agency for Fiscal Administration), done by the fiscal printer. All data have to be stored on an SD card. The receipt layout contains new fiscal information and there is extra information about items that have to be sent to the printer. The new fiscal device includes 2 additional VAT rates and it is allowed to program new payment types.

Cash transaction ceilings and penalties in Romania for 2025
Romania enforces strict cash collection and payment ceilings under Law 70/2015 and its amendments, which remain applicable for 2024. Legal entities are limited to daily cash transactions of 5,000 lei per person for business-to-business operations and 10,000 lei for transactions with individuals. Read more

Amended law brings optional printing of fiscal receipts to customers in Romania in certain cases.
Romania has amended its Fiscal Code to make printing fiscal receipts optional for transactions paid with credit or debit cards, starting December 26, 2024.
