Taxpayers will be able to start downloading the public key of the new certificate even before its replacement, on March 15, 2023, through the FINA certificate search engine (https://rdc.fina.hr/certificatesearch/) or on the website of the Tax Administration.
In addition to this, the Ministry of Finance recommended to taxpayers that they contact the manufacturer or maintainer of the software solution for fiscalization they use and/or their IT support for assistance in downloading and storing the public key of the server certificate, because, otherwise, after replacing the certificate on the Central Server of the Tax Administration, the fiscalization of their accounts will be questionable.
Before the server certificate of the production system expires, the server certificate of the fiscalization test system cistest.apisit.hr will be renewed on March 27, 2023, at around 4:30 p.m., where the upcoming change will be able to be tested.

Croatian e-invoicing and e-reporting in January 2026, with public consultation novelties.

Croatia plans to introduce mandatory e-invoicing and e-reporting for domestic B2B transactions starting January 1, 2026, as part of its Fiscalization 2.0 initiative, with a public consultation launched on February 27, 2025. The system will include a taxpayer directory (AMS), a reporting platform ("FiskApplication"), and a free e-invoicing tool ("MICROeINVOICE"), aligning with local extensions of EN16931. Implementation will begin with fiscal cash registers for B2C transactions in September 2025, followed by mandatory e-invoicing for businesses in January 2026, and an extension to small enterprises and B2G transactions in January 2027.
