On October 30, the UK Chancellor announced in the Autumn Budget that a consultation on electronic invoicing will be published in early 2025 to set standards and encourage its adoption. This initiative was first introduced on September 23 as part of broader reforms aimed at improving the UK tax system.

HMRC plans to launch this consultation soon, with details on its scope and timing expected to be revealed in the Autumn Budget. The consultation is anticipated to occur in Spring 2025. HMRC had previously indicated a potential mandate for e-invoicing in response to ongoing issues with VAT fraud in e-commerce.

Currently, there is no obligation to use B2B e-invoicing. For B2G, only sales invoices to NHS bodies must use EN16931 based e-invoicing via Peppol network access points. All public bodies must be able to accept structured e-invoices if their supplier prefers.
